Die im Zuge der so genannten "Globalisierung" sich abzeichnende Transformation des Sozialstaates der Nachkriegszeit in einen Wettbewerbsstaat lässt für entscheidende Weichenstellungen nationalstaatlicher Politik nur noch wenige Optionen offen. Eine dieser Möglichkeiten ist der Aufbau einer produktivitätssteigernden Infrastruktur als wichtiger Produktions- und Wettbewerbsfaktor. Bei der Bereitstellung einer derartigen Infrastruktur spielt ohne Zweifel eine effiziente Bildungs- und Wissenschaftspolitik die zentrale Rolle. Der Autor plädiert in seinem Beitrag für eine Abkehr vom bisherigen Modell einer staatlich verwalteten (und gegängelten) Bildungs- und Wissenschaftsproduktion und stellt das Modell einer "dualen" kooperativen Form nach dem Vorbild des deutschen Dualen Systems der Berufsausbildung zur Diskussion. The transformation of the welfare state of the post-war period into a liberal competitive state, becoming apparent in the course of the so-called 'globalization', leaves hardly any options for nation-state politics to set its course. One of the remaining possibilities is the setting-up of a productivity-increasing infrastructure as an important factor in both production and competition. In the provision of such an infrastructure an efficient educational and scientific policy certainly plays a crucial role. The author pleads for a renunciation of the present model of a state-run (and spoon-fed) educational and scientific production and discusses the model of a "dual" co-operative form modelled on the German dual system of vocational education as a possible alternative.
