The desire for expressions of public lament and grief over major national disasters have led to a new type of public church service. Such "risky liturgies" turn out to be focal points for multilayered and multiphased processes of mourning. These processes include group initiatives in civil society and on the internet as a platform for consultation and advice. The emergency services of the Churches care for the victims, their relatives and the professional emergency personnel, providing space free of publicity. The emergency care of pastors should voice the interests and needs of the suffering towards the authorities in politics and society and with regard to public acts of commemoration accessible for the media.
