The article investigates the basic tension between institutionality and change based on an organizational case study of how refugee accommodation centers in Germany respond to religious pluralization. It focuses on the administrative staff and the social workers in these centers who face a high degree of uncertainty vis-a-vis the multireligious and multicultural constellations they encounter. In order to cope with a lack of religious competence (Religionskompetenz) they apply three kinds of strategies, namely Restriction of the scope of legitimale religious expression, Simplification of religious and cultural heterogeneity through culturalist stereotypes and an Externalization of responsibilities to deal with religious differences, such as dietary needs. The article concludes on the general note that modern organizations which are subject to functional differentiation respond to (religious) pluralization by adopting a restrictive understanding of (religious) freedom and ponders on the applicability of this hypothesis to other organizational contexts as well as other forms of pluralization.
