Diskutiert wird die Stagnation einer der UN-Behindertenrechtskonvention angemessenen Weiterentwicklung der Integration bzw. Inklusion, bezogen auf die ihr immanenten fachlichen, vor allem didaktischen Fragestellungen und die erforderliche, politisch aber nicht bewältigte Strukturreform des Schulwesens. Im Spiegel der bereits vor 30 Jahren in Bremen vorgelegten Theoriebildung und Praxis der Integration ohne Ausschluss von Kindern und Jugendlichen nach Art und Schweregrad ihrer Behinderung werden aktuelle Entwicklungen unter Verweis auf die gesellschaftlichen Exklusions-InklusionsVerhältnisse aus soziologischer Perspektive kritisch analysiert und u. a. auf eine entsprechende Lehrerbildung verwiesen. Der Erhalt von 'Spezialförderzentren', die eine Rest-Sonderschule schaffen, stehen dem Inklusionsgerede diametral entgegen und offenbaren, was politisch nicht gewollt ist und mit guter Absicht fachlich falsch gemacht wird.
In this publication is the Stagnation of an adequate further development of integration resp. inclusion in the sense of the 'Convention on the Rights of Persons with Disabilities' with respect of the immanent didactic questions and the politically not handled structural reform of the school system getting discussed. In the mirror of the theory formation and practice of integration without exclusion of children according to the way and severity of their disabilities already 30 years ago in Bremen current developments are analysed critically under reference to the 'exclusion-inclusion-conditions' from a sociological perspective; also the necessity of an adequate teacher education. The receipt of 'special promoting centres' creates a residual special education which is standing diametrally contrary to the inclusion talk arid reveals what is not wanted politically and done wrong with a good intention.
