The current debate on the future of Protestant mainline churches in Germany concentrates on problems of structure, administration and leadership. For these questions empirical data are very important. The article underlines the relativity of those data, seen in their historical and theoretical horizons. Referring to three paradigmatic debates in die past two centuries, the article outlines some semantic and structural aspects of a practical-theological theory of church that comprises a theory of institution, a theory of conflict and, following Schleiermacher, a genuinely theological theory of joint church-leadership.
