With the 1528 writing on visitations, the fledgling protestant church developed first basic structural criteria for protestant church governance. The Visitations were meant to be examinations as well as acts of pastoral care. The high standards that the reformers defined for the education and competence of ministers led to a fundamental change of the clergy in the period to follow, as church ministry developed into a modern profession and university education became the norm for pastoral training. 300 years later, Schleiermacher takes up this impulse and further develops it in a modern context with his concept of a scholarly practical theology as theory of church governance.
