Ausgehend von einem Blick auf das Narrativ der Migration als in destruktivem Sinne kriseninduziertes Phänomen im politischen Diskurs Deutschlands wird unter Bezug auf Zygmunt Baumans Gesellschaftsanalyse "Retrotopia" (2017) die Persistenz dieses Narrativs in der Krise des Nationalstaats verortet, und die Verantwortung der staatlichen Bildung, diese Krise über die Vermittlung kosmopolitischer Perspektiven reflexiv zu bearbeiten, angesprochen. Bildungspolitische Adressierungen des Migrationsphänomens in Deutschland zeigen, dass diese bislang kaum dazu beigetragen haben, die Krise als Markierung eines notwendigen Umbruchs, als Chance zu begreifen, etablierte Vorstellungen von institutioneller Bildung zu erschüttern oder gar zu transformieren. Entsprechende Reaktionen auf die aktuelle Fluchtmigration aus der Ukraine werfen allerdings die Frage auf, inwiefern die sich darin offenbarenden neuen Denkräume für transnationale Bildung als Hinweise auf die Bereitschaft des Systems zur grundlegenden Transformation in Richtung eines migrationsgesellschaftlichen Verständnisses allgemeiner Bildung gelesen werden könnten.
Starting with a look at the narrative of migration as a crisis-induced phenomenon in German political discourse, this article locates the persistence of this narrative in the crisis of the nation-state, with reference to Zygmunt Bauman's social analysis of "retrotopia" (2017). It addresses the responsibility of state education to reflexively deal with this crisis by conveying cosmopolitan perspectives. Analyses of educational policies addressing the migration phenomenon in Germany show that, so far, these have contributed little to understanding the crisis as a marker of a necessary change, as an opportunity to question or even transform established notions of institutional education. Corresponding reactions to the current refugee migration from Ukraine, however, raise the question of the extent to which the new spaces for thinking about transnational education that they reveal could be read as indications of the readiness of the system to fundamentally transform in the direction of an understanding of general education that acknowledges migration as a constitutive element of society.
